FLOOD PLAIN INFORMATION

To keep you informed of what is going on with the floodplain study-please check here on a regular basis to see the progress on this project.

The donations have been coming in very well. We thank all of you have contributed and we ask that if you have not yet sent in your donation, to please do so. Mallard Lake Association and Green Lake Association have also been contacted requesting a donation from their property owners since this study includes lakes that are in our watershed.Please keep in mind that the cost of this study will be $10,000.

Wagner Survey will be beginning their work soon.

MSA Engineering will have their portion completed by February, 2010.
I have contacted MSA to see if they can give me an update on when the flood plain study will be ready. As soon as I hear anything, I will post it on the website.

NOVEMBER 20, 2009 UPDATE...

Both Wagner Surveying and MSA Engineering have been out checking all the culverts. Through measurement of these culverts it can be determined how much water can flow out or into the lake. They have also checked areas where water would accumulate should we have a great deal of moisture. All of their calculations will result in the final analysis of wheter we are truly in a flood plain area. Those that are in the know, seem to think that most, if not all, will be out of the flood plain. We expect that data to be ready sometime in the late winter or early spring.

We are still securing donations to help defray the cost of this study. We have approached both Mallard Lake Association and Green Lake Association asking for help since they are included in this study. We have heard from Green Lake and they are sending out letters to their property owners explaining the process and asking for a donation.

Other than that, there is not much more to report at this time.

MSA Engineering has met with a representative of the Land Use Zoning office and with Wagner Surveying to go over topographic mapping to document the extent of inter-correctedness of the lake chain. The purpose of this meeting was to determine which lakes are contributing to North Sand Lake and which lakes received flows from North Sand Lake.
They will then prepare a model input. This model will use the runoff curve number method for determining runoff rates and volumes  tributary to each lake in the chain. The model will include one node for each watershed and one node for each lake in the chain. Watershed data will be obtained from electronic data sources estimated to be USGS quadrangle maps, aerial photos , WDNR wetland maps and USDA soil maps.
MSA will prepare a floodplain elevation determintation report.
Wagner Surveying will complete field topographic surveys as required and submit to MSA so the may complete the modeling study.

I talked to MSA Engineering and they were waiting for one more cross section from Wagner Surveying.
Mark Krause of Wagner Surveying has called and said that they have finished their work, so it should be a matter of a couple more weeks and the complete survey should be ready.
When I have any final information you will find it here on the website.

Also, Green Lake Association has made a donation to help defray the cost of the plan.

The floodplain report is completed. It is good news! It is estimated that 95% of North Sand Lake will be out of the floodplain. Just a couple of comparisons:
      The flood level appears to be less than 2 feet above the ordinary highwater mark.
or..

     If you were to be standing on Leef Road between Green Lake and North Sand Lake in
      a 100 year flood event, the water would be about up to your ankles.

So now what...
If you are already paying flood insurance, you must have your property surveyed and if it shows that you are out of the floodplain, this information will be sent to FEMA and their original map will be ammended. You need to contact your insurance company and you may be able to recover 1-2 years of your insurance money.
JUST A NOTE : Some of us on the east side of the lake may be getting together and having our shoreline surveyed. This will be done shortly and we will be sending in a copy of the entire report to FEMA
Once the county has the floodplain report(which should take place shortly) people will be able to obtain building permits if their property is out of the floodplain.
